It's all about consequences.  People will act according to the consequences of an action.  If the "cost" is too high, few will attempt that action.  If the "cost" is very low, then more and more people will do that action without labeling it as "bad".

ie. Robbery with gun - consequence - long time in jail - not worth it.
Increasing the amount of money donation on tax filing  - consequence - very small percentage get caught, penalty is to pay tax - Bingo, "cost' is very affordable.
