That's merely a business ploy. You tell your employer it will take more time and more money to do a project then it actually will in order to, account for problems that may come up, to impress your boss when it gets done a lot earlier, and to compensate for when your requests for time and money are cut in half by your managers and resources.

James' version of company tradition is one of the reasons that is behind the massive layoffs.  Companies and organizations now need to get rid of the waste, the over fluffing of the budgets. Cutting budgets back beyond what they actually need to get the job done. The latest proclamation of corporate world, "more for less".  If too much fluff is found, then the department really is not necessary and will be absorb under another department.

Since I am the one who writes all the budgets and estimates for our company, I will guarantee you that none of my supervisors' nor their workers time has any fluff.  In fact, they are probably hustling and finding more ways to be efficient as the monies quoted will account for every minute that they have just to do the job.   Shocked

But then James you work in the academic world, different animal totally.  Cheesy

Actualy, I wasn't speaking about academics. My department, at least, is very efficent in their appropriarions.

I was actualy refering to industry. In major engineering firms, especialy those that work on government contracts, it is common to ask for more then is needed or to claim that something can be done faster then it really can. It's a sucky system, but every company does it. Any company that doesn't never gets a contract and goes out of business.
